Scots 'devo-max' option highlighted
A campaign to push for a third option in the independence debate, giving Scotland maximum devolved powers within the United Kingdom, will be launched next week.
The movement brings together a coalition of organisations, including the Scottish Council for Voluntary Organisations, and is backed by former Labour first minister Henry McLeish.
On Wednesday, First Minister Alex Salmond launched a consultation on the staging of the referendum on independence - which proposes a straight yes-no question on leaving the Union. But the door has been left open by the Scottish Government to include a further option, which could feature more devolved powers short of independence.
Mr McLeish, who led the Labour-Liberal Democrat executive in 2000 and 2001, said the new plan is positive for Scotland. He called on everyone in the country to take part in the consultation and make the case for maximum powers while retaining the United Kingdom.
"It's an unusual situation. None of the Unionist parties are saying anything other than 'no' to independence. Saying 'no' to independence is not enough," he said.
"The concept - autonomous Scotland, devo-max, or home rule - is a breath of fresh air."
It would keep Scotland in the United Kingdom but with the power to raise and spend all resources. Some major areas such as defence and currency could then remain in the hands of a remodelled UK administration.
Mr McLeish said: "I sincerely hope the campaign will get off the ground. I will want to help as much as possible. It would be tragic for Scottish politics if parties continue with the fight between the old-fashioned union and independence. It's now outdated.
"Salmond has thrown down the gauntlet. Everyone should respond to the consultation. Never has a consultation been so vital. People must respond."
The new campaign will explore all options for the future of the constitution. It will be launched in Edinburgh on Monday morning.
